• Under the general supervision of the Town Manager, oversees the planning and manages all aspects of project design, development, and implementation including preliminary technical research and feasibility analyses, funding and cost analyses, scheduling, public involvement, project budgeting and work plan development, project performance and results. Responsible for guiding the work of contract professionals and operational staff. Works in conjunct with the Finance Department and Public Works Department to create the Town’s Five-Year Capital Improvement Plan and seeks additional sources of funding for successful implementation.

    The preferred candidate must be able to:

    1. Plan, organize, and control departmental activities and directs appropriate personnel in all functions relating to capital improvement projects.
    2. Seek, secure and allocate alternative funding to supplement the Town’s capital budget and provides associated grant and program administration.
    3. Manage the Town’s Five-year Capital Improvement Program and assist other Departments with each respective Five-Year Repair and Maintenance Plan.
    4. Prepare and administer the department’s budget.
    5. Lead and direct the work outside professionals engaged in the planning, design and construction of capital Projects.  Prepares project specifications and bid documents.
    6. Perform construction project management for the Town’s major capital project from planning phase through design, permitting, procurement, construction and close-out.
    7. Prepare budgetary and cost estimates also referred to Opinion of Probable Costs for individual projects.
    8. Review and analyze reports, budget, plans, specifications, bids, contracts, and other correspondence submitted from within the department or by outside utility agencies and consultants to insure compliance with prescribed standards, rules and regulations.
    9. Inspect work progress and form conformance to contractual and established standards.
    10. Coordinate work and scheduling requirements with supported departments.
    11. Coordinate work with the public, related agencies and jurisdictions, as required.
    12. Meet with public officials and civil organizations to explain various department projects and programs.
    13. Serve as a focal point for the planning and construction management activities associated with capital projects.
    14. Meet with department staff to discuss the priorities, scheduling, assignments, problems, and special projects or emergencies to insure proper and prompt action is taken towards resolving departmental situations.
    15. Coordinate the different CIP construction project activities.
    16. Develop, implement, evaluate, and maintain departmental programs.
    17. Attend Staff meetings, Town Commission meetings, Development Review meetings, Planning and Zoning Board meetings and other related meetings as requested.
    18. May function in any emergency management role or capacity in the ICS to include, Logistics, Operations, and Planning.
    19. Work with Town Project Manager towards obtaining Grants and additional outside funding sources for Capital Improvement Projects.
    20. Is responsible for the Town’s list of pool engineering firms and seeks to have an active list on a periodic basis to ensure Town engineering needs’ coverage.

  • SPECIAL EVENTS MANAGER

    Under the administrative direction of the Tourism and Communications Director or designee, this position manages, coordinates and executes various special events and activities as related to the Tourist Board as well as general Town events.

    ESSENTIAL JOB FUNCTIONS:

    1. Fully plans, organizes, coordinates, or supports special events for tourism and the Town.
    2. Assists with budgeting and cost breakdown for prospective events.
    3. Pitches and presents event ideas and recaps to the Tourist Board at monthly Tourist Board meetings. May attend other meetings as needed.
    4. Responds timely and professionally to event organizers, interest parties or others within the community when contacted with questions or concerns surrounding an event.

  • Under the general supervision of the Code Compliance Director, responsible for conducting field inspections, investigations and research to determine compliance with applicable Town Codes of residential, commercial and public properties. Enforces ordinances with fairness, firmness, tact and impartiality, while always dealing courteously with the general public.

    The preferred candidate must be able to:

    1.         Determine violations of the Town Code of Ordinances and other applicable        codes.

    2.         Patrol the Town (including the beach) to identify violations of the Town Code and other applicable codes.

    11. Assists other departments with explanation and clarification of the Town's Code of Ordinances.
    12. Assists the Building Official in developing short- and long-range strategic business plan.
    13. Ensures FEMA compliance during plan review and field inspections.
    14. Coordinates, implements, and maintains the Town's workplace safety program (risk management program) and ADA inspections.
    15. May function in any emergency management role or capacity in the Incident Command System (ICS) to include, Logistics, Operations, and Planning.
    16. Identifies Life Safety Hazards in the field and on plans and prescribes cures to eliminate them.

    MINIMUM QUALIFICATIONS:

    KNOWLEDGE,
    ABILITIES AND SKILLS:

    • Knowledge of the Town, County and State codes and ordinances. Knowledge of principles and practices of building construction.
    • Knowledge of building, plumbing, mechanical, liquid petroleum and natural gas, fire safety, FEMA, electrical codes.
    • Ability to qualify for licensing and certification requirements of the Florida State Statues Chapter 468.
    • Ability to meet requirements of Chapter 8 Article II of Miami-Dade County for certification as Building Inspector and Building Plans Examiner or the ability to achieve same within 12 months.
    • Ability to read construction plans and interpret technical designs and drawings.

    EDUCATION AND EXPERIENCE:

    Demonstrates a minimum of five (5) years combined experience as an architect, engineer, plans examiner, building code inspector, or certified general contractor, or construction superintendent with at least three (3) years of such experience in supervisory positions; and two (2) years of such experience in the high velocity hurricane zone is required. Proven combination of post-secondary education in the field of construction or related field, no more than two (2) years being applied, and combined experience as an architect, engineer, plans examiner, building code inspector, or certified general contractor or construction superintendent which totals five (5) years, with at least two (2) years of such total being experience in supervisory positions; and two (2) years of such experience in the high velocity hurricane zone is required.

    State of Florida Certification as a Building Inspector and Building Plans Examiner through the Department of Business and Professional Regulation and a valid Florida Driver's License, required.  Ability to qualify for licensing and certification requirements of the Florida State Statutes Chapter 468. Ability to meet requirements of Chapter 8 Article II of Miami-Dade County for certification as Building Inspector and Building Plans Examiner or the ability to achieve same within 12 months.  Certification as Floodplain Manager by the Association of State Floodplain Managers preferred.  Certification as a Building Code Administrator preferred.

  • Under the supervision of the Parking Operations Manager within the Police Department; performs office, investigative and field work involving the enforcement of appropriate laws, codes, ordinances, regulations, and validation programs pertaining to on-street and off-street parking in response to complaints or inquiries, and in a proactive capacity.

    Under the supervision of the Parks and Recreation Aquatic Supervisor, responsible for preventing, recognizing and responding to emergencies at the Town’s pool, beach and related recreational activities. Provides care for injuries and sudden illnesses until advance medical personnel arrives and takes over.

    • Watch swimmers, bathers, weather, and water conditions vigilantly.

    • Perform rescue, artificial respiration, first aid, and emergency work as necessary.
